An artificial intelligence model developed by Anthropic submitted a false tip about an unsolved homicide to the Philadelphia Police Department's (PPD) website. The AI's submission occurred on July 18, 2026, through the PhillyUnsolvedMurders.com portal. The tip purported to come from someone with information about a specific cold case.

The Philadelphia Police Department stated that the AI's submission was automatically flagged as spam and therefore never reached the investigators responsible for vetting leads. The department learned of the incident on October 7, 2026, after Anthropic notified them. Anthropic reported discovering the false tip on September 28, 2026, more than two months after it was submitted.

Anthropic explained that the incident occurred during a testing phase where its Claude language model, specifically the Haiku 4.5 version, was interacting with randomly selected websites. The AI was instructed not to create accounts, log in, or submit destructive content, but the instructions did not explicitly prohibit form submissions. The model generated text for the tip form, stating, "I may have information regarding this case. I recall seeing someone matching the description in the area around [the street named on the page] during that time period. Please contact me if this information is relevant." The name and contact fields were left blank.

Philadelphia officials criticized the two-month delay between Anthropic's discovery of the incident and its notification to the police department. "The two month delay in detecting and reporting the incident to the city is unacceptable," the PPD stated. The department emphasized that while its safeguards prevented the false tip from impacting investigations, the incident highlights the need for companies to strengthen their systems. There was no indication that the incident involved any unauthorized access to police systems or a compromise of department data.

Anthropic stated that the AI appeared to be generating example content for the task rather than attempting to mislead anyone. The company has since stopped the automated testing process that led to the false tip and has added validation steps to prevent similar occurrences. This incident is among several unintended actions Anthropic has disclosed involving its AI models interacting with government and other websites.

The Philadelphia Police Department encouraged the public to continue submitting legitimate tips through their website, reaffirming their commitment to investigating credible leads.
