Amazon is investing in a significant natural gas power plant in Pecos County, Texas, to supply electricity to its expanding artificial intelligence data center operations. The facility, known as GW Ranch, has the potential to become the largest single source of greenhouse gas emissions in the United States, according to state permits. The plant is permitted to emit over 30 million metric tons of greenhouse gases annually if operated at its maximum capacity.
The GW Ranch project involves 35 natural gas turbines designed to generate 7.65 gigawatts of power. This capacity exceeds that of any currently operating gas plant in the United States. Amazon's strategy involves operating the plant "behind-the-meter," meaning it will directly supply power to its data centers rather than relying solely on the public power grid. This approach aims to circumvent potential grid bottlenecks and ensure a consistent energy supply for its power-intensive AI operations. The company stated that this on-site generation will avoid passing increased electricity costs onto Texas families. Amazon also indicated plans to explore solar energy and battery storage for the site, and to utilize non-potable groundwater to minimize strain on local water resources.
The development of GW Ranch highlights a growing trend among major technology companies, including Meta, Microsoft, and Oracle, to develop their own dedicated power infrastructure to meet the immense energy demands of AI and data centers. Market intelligence firm Cleanview reports that the number of planned "behind-the-meter" data center power projects has surged, with 90% of identified projects announced in 2025 alone. This shift is partly driven by lengthening grid interconnection timelines and the increasing urgency to scale AI capabilities.
The potential environmental impact of the GW Ranch plant presents a contrast with Amazon's public commitment to achieve net-zero carbon emissions by 2040 under The Climate Pledge. While Amazon has developed numerous carbon-free energy projects in Texas, the scale of emissions from this new gas plant raises concerns among environmental groups and investors. Gas-burning plants, while less polluting than coal, are still significant sources of greenhouse gases, and their operations can also involve methane leaks and the release of particulate matter.
Amazon has confirmed its financial backing for the project, which is being developed by Pacifico Energy. Satellite imagery from late July 2026 indicates that land clearing for the site is already underway, with construction permits for data center buildings filed in early August 2026. Amazon targets first power delivery from the GW Ranch site by the first quarter of 2027.
